Internet Projects in the Municipality of Chester

**NOTE: On December 1, 2022, Develop Nova Scotia became Build Nova Scotia.**

Develop Nova Scotia (DNS), in partnership with Internet Service Providers (ISPs), leads investment throughout Nova Scotia to provide residents, businesses, and organizations with access to high speed internet service. The mandate of DNS is that as close to 100% of Nova Scotian homes & businesses as possible will have access to minimum internet speeds of 50 Mbps download/10 Mbps upload for wired connections, and 25 Mbps download/5Mbps upload for wireless connections with a demonstrated plan to reach 50 Mbps.

DNS has awarded several high speed internet projects to Bell in the Municipality of the District of Chester. Details about these projects, whether completed or underway, are included in the Internet Project Summaries tab below.

If your property is outside of these project areas and has limited or no access to high speed internet service that does not meet the DNS minimum internet service speeds, please contact the Municipality at jmeakin@chester.ca or Develop Nova Scotia directly at info@developns.ca.

  • DNS Satellite Internet Service Rebate Program
    Project scope: Develop Nova Scotia Satellite Internet Service Rebate Program - satellite internet service, currently through Starlink only, for civic addresses throughout the Municipality of Chester with no other planned internet service solution OR homes and businesses that currently don’t have access to high-speed internet. This includes those in a current project area, not yet complete.. Note: this is a rebate program provided by Develop NS to cover the one-time costs for eligible homes and businesses to set-up satellite internet, including hardware, taxes, shipping and installation, up to a maximum of $1,000.

    Hi Jonathan,

    First of all, my apologies for this tardy response: somehow I overlooked your submission!

    The estimated completion dates for each project are subject to change. Bell manages projects throughout the province, and makes adjustments based on 'make ready' assessments and resulting scope of work (new power poles; vegetation cutbacks; etc.), permit approvals from provincial government departments, and so on.

    When progress has been made on a project, Bell and Develop Nova Scotia share updates that we, in turn, share via this Voices & Choices project page. This is the case with the newly announced list of 374 civic addresses (shared in the Documents section) in the Chester Surround Project service area that now have access to Bell service.

    Hi Charlene,

    The Bell-Develop Nova Scotia "Chester [Chester Grant component]" project includes Millet Lake. Bell provided an update on April 8, 2022 that stated the project is still on schedule for completion within the July-September 2022 window.

    The project serving your area should now be complete. If you visit the Bell website here: https://aliant.bell.ca/Bell_Internet/Internet_access?INT=ISP_hmpg_TXT_IntPackages_v2_032221_as_adtg
    ... you should be able to check what service is available for your home.

    Develop Nova Scotia’s (DNS) mandate is to ensure that Nova Scotians have access to minimum internet speeds of 50 Mbps download/10 Mbps upload for wired connections, and 25 Mbps download/5Mbps upload for wireless connections. 

    To that end, DNS has partnered with Bell to develop specific internet infrastructure for areas within the Municipality of Chester (MOC) that do not meet those minimum internet service speeds. Those projects are all listed in this Rural Internet Project page. (DNS has also partnered with a several internet service providers throughout the province to build access to those minimum service standards.) 

    Your address is not located in the DNS/Bell internet service project areas in MOC. But if your property does not have access to those minimum service standards, do let me know at jmeakin@chester.ca so I can ensure Develop Nova Scotia can add you its list of underserviced or unserviced areas.

    Hi Kelly,

    Develop Nova Scotia’s (DNS) mandate is to ensure that Nova Scotians have access to minimum internet speeds of 50 Mbps download/10 Mbps upload for wired connections, and 25 Mbps download/5Mbps upload for wireless connections. 

    We have been sharing with DNS information about residents who are experiencing a barrier to accessing those minimum internet service standards, including residents like you who have been quoted expensive connection fees from ISPs due the need to run an additional wired connections to their properties.

    After initially discussing with you on May 11, 2021 the barrier to access for your property, we shared details with Develop Nova Scotia. DNS noted your address is on their underserved list as part of their discussions with service providers. There have been no further updates from DNS, and no new projects announced since January 2021.

    At this stage, we are waiting for DNS to announce plans to meet its mandate to provide as close as 100% of Nova Scotian homes and businesses as possible with access to its stated minimum service standards.

    However, I will follow up with DNS again now to see if they have any solutions for properties who lack equitable access due to expensive connection fees quoted by an ISP serving an existing area. If DNS has a solution specific to your property, I will ask them to contact you directly.

    In general, as soon as DNS announces any additional projects, we will provide updates via this project page, our social media channels, and our newsletter.

    Thanks for your question, Ellen. Develop Nova Scotia (DNS) is leading provincial investment in projects that will provide access to high speed internet. Through its Internet for Nova Scotia Initiative (INSI), the mandate of DNS is to ensure that as close to 100% of homes & businesses as possible will have access to minimum service standards of 50 Mbps download/10 Mbps upload internet speeds for wired connections, and 25 Mbps download/5Mbps upload speeds for wireless connections.

    Develop Nova Scotia awarded a contract to Bell for two significant phase 2 projects in our municipality, including what DNS has described as "Chester Surround" which will provide service to four project areas: Aaldersville area, Seffernville area, New Russell area, and the Canaan area. Bell has not yet released a detailed timeline for any areas of the "Chester Surround" project, but have indicated that it will be completed by summer 2022. Any further developments about project timelines will be determined by Bell, and when they share updates we will share them on this Rural Internet project page.

    Bell confirmed completion of the project in your area just yesterday. Your address is now in Bell's system as being ready for service, so if you contact Bell at 1-888-341-2927 or at www.bell.ca you should be able to set that up.

    Develop Nova Scotia and Bell have not released timelines for Phase 2 projects, which includes the Aldersville Area component of what is listed on the Develop Nova Scotia website as "Chester Surround". Once Bell has determined all variables and area design needs (NS Power pole replacements; vegetation cutbacks; water course crossings that require permits from NS Lands & Forestry; etc.), they will release a project timeline and we'll share it on this Voices & Choices project page.

    Hi there,
    Bell has not yet released timing for the projects that will bring service to Deep Cove. Bell is currently determining engineering design needs for each Phase 2 project area such as NS Power poles to be replaced, trees and other vegetation to be cut back, water course crossings that require permits from NS Lands & Forestry, and so on. As soon as Bell provides a timeframe for Phase 2 and Phase 3 projects in our Municipality, we'll share that information on this Voices & Choices page. ~ Jonathan
