MOC Public Engagement

The Municipality of Chester is developing a management strategy to meet the needs of potential growth in our communities. We are looking at several key areas:<ul><li>Housing Development</li><li>Capital Investment in Municipal Infrastructure</li><li>Modernizing Service Delivery</li><li>Climate Resiliency</li></ul>This multi-initiative plan will position us as an excellent location for housing developments within the next three years. Initiatives to support an expected increase in affordable, attainable, and attractive housing units include:<ul><li>Review of Municipal By-Laws and Specifications, including the Subdivision By-Law, Sewer By-Law, and Municipal Specifications;</li><li>Higher-Density Development Strategy that supports &quot;missing middle&quot; type residential housing;</li><li>Plan for municipally-owned land for the development of affordable housing as-of-right;</li><li>Online permitting system to facilitate faster processing of building/demolition permits, development permits, and sewer permits;</li><li>Marketing campaign for residential development to drive more investment from developers;</li><li>Infrastructure Plan to locate potential new and/or expanded wastewater treatment sites, explore service feasibility for possible water supply options, identify resources and processes for data concerning watersheds and coastal flood risk areas when planning climate resilient infrastructure and service delivery;</li><li>Hiring and training junior building inspectors;</li><li>Working with CMHC and the federal and provincial governments to develop pre-approved building plans; and</li><li>Exploring incentives for developers and non-profits that will encourage the creation of affordable and attainable housing.</li></ul>Please visit this page often for community engagement opportunities, status reports, documentation, timelines, and more. Charting a Course for Growth

Municipal Council has recently approved a new Municipal Planning Strategy and Land Use By-law. These documents regulate land use and development activity for areas outside the Village of Chester. The Village is regulated by a Secondary Planning Strategy and Land Use By-law. Staff are now undertaking a review of the Village of Chester planning documents.The format and structure of the Village of Chester Plan will match the Municipal Plan, however, the policies and regulations created within the Village documents will be tailored to address the unique opportunities, issues and challenges within the Village.

Village of Chester Secondary Planning Strategy and Land Use By-law Review

Our Municipality of Chester is developing its first Arts &amp; Culture Strategy. The MOC recognizes the importance of the Arts &amp; Culture sector to our residents and visitors, our economy, and future growth. This strategy will guide how our Municipality engages, supports, and grows our Arts &amp; Culture Sector.During this initial phase we are focusing on reaching out to and hearing from residents, businesses, and groups. We will then start the analysis of what we&#39;ve heard and begin the creation of the strategy. The expected deadline for the completed strategy is the end of 2024. The aim of this survey is to gather feedback and perspective on the various aspects of the current Arts and Culture sector in the MOC. Your responses will help us understand the community&#39;s needs and aspirations. It should take approximately 15 minutes to complete. Arts & Culture Strategy

The Municipality of Chester is reviewing existing regulations for short-term rentals (STRs) within the Municipality and we are inviting you to participate in the process of developing a new licensing by-law.A new STR License will provide an opportunity to clean up existing regulations and provide consistency throughout the Municipality regardless of where your property is located and for how long you have been offering STRs.
