Save us 47,000,000.00 and buy out the few people in the village who have a water problem. I have a few dug wells inside the area and family members who have dug wells and they are great as long as they have some regular care. There are locals who clean wells for a living and the cost would likely be 10% of what an individual would be charged if forced into a central supply. Plus our current water does not smell like chlorine which would be the case if some people have their way.
The 2 choices for a potential water supply don't look good . Middle River itself has a lack of flow in the summer and actually completely dried up at one point in 2016. I have a cottage there and have witnessed this. There are required daily testing at tailing ponds from at least one business upstream and it would be of interest to see their readings. When flooding occurs, I would guess that the overflow could be hazardous to drinking water. Specticle lake has 2 smaller brooks running in and one brook coming out. Has anyone checked the outflow during a dryer summer? My understanding is that the lake is mostly shallow with a deep ridge running along the north side. If the needed water for Chester is taken out it likely would affect the ground water levels for the East Chester wells. If there are underground springs coming into the lake like some suggest ,there also would be springs leading out that directly affect the East Chester properties below. Why gamble 48 million on the unknown.
The liability and insurance for these systems would be great and likely not reflected in cost estimates so far. I have heard of sickness and death from town water supplies and so far I have not heard of this from our local old fashioned wells. The local people don't need to be burdened with the costs of the proposed systems as they are also burdened with the increases in the sewer rates lately. Danny
